Best of luck doing this. Android firmware needs to be modified.
If possible please publish your results if you are able to accomplish
it.
We have a similar requirement. Perhaps future versions of Android
could provide some kind of interface/API to do it. Perhaps, something
that would require explicit permission from the user.
 (I realize this opens the door to many potential problems.
)... Just something to think about.
