You did not answer the question. Even pre-installed applications are "already installed". And how locked down is this device, anyway? All you say is "device is lock". For all we know, the manufacturer of the tablet you are using may have implemented a really obnoxious lockdown policy, making it impossible to remove an application that can't be removed thorugh setting->manage Application.
For that matter, if you install using adb, can you remove using adb? You might want to try this on a small innocuous app, such as 'Hello Android'.
