If you have not yet solved the problem, then try this.

When you publish the app, make sure that "Copy Protection" is OFF under
"Publishing Options". I had that problem in one of my apps and that was the
solution.

Yes it would filter your app out. android:installLocation does not
need target sdk to be 8
or higher. It's safe to have it in Manifest and still target earlier sdk as
earlier android version will simply ignore it.
