As a sanity check you might try to play back the file you are listening to 
in audacity with AudioTrack on its own. Also, are you only playing out 640 
samples each time you open a new audiotrack instance? You may very well be 
hearing that and not know it since it takes a while to set up etc. You 
should open audiotrack in streaming mode and constantly write to it (it will 
block when your buffer is full). FYI I have written the same kind of program 
which works fine on an actual phone but the mic on my emulator is just 
noise.
