You havn't access to attributes from layout after creating of View, but you have access to them in View's constuctor. Also you can use implment your own LayoutInflater.Factory (http://developer.android.com/ reference/android/view/LayoutInflater.Factory.html), then set it to layout inflater. In method onCreateView (http://developer.android.com/ reference/android/view/ LayoutInflater.Factory.html#onCreateView(java.lang.String, android.content.Context, android.util.AttributeSet)) you have access to all your custom attributes and can apply them to view.
