Create an entirely separate project that is limited to testing this scenario. If your problem recurs there, and you feel you want to submit an issue on http://b.android.com, please attach the project to the issue and reference this thread. Personally, I'd just make it a feature request for this broadcast to work with manifest-registered receivers. AFAIAC, that's the right answer.
