If a device doesn't have Market, it hasn't passed the CTS tests (unless it
has otherwise explicitly said it does).  Thus there could be *anything*
going on with that device.  People can and do make all kinds of crazy
changes to Android when they are shipping custom devices.

It is up to you to decide how much you want to deal with such devices.

For me, I just can't justify trying to give help to people developing
against them, because I really have no idea what may or may not work on
them.

Further, if you are planning on publishing an app to Market, I would *very*
*strongly* urge you to *not* do development against a device that does not
itself ship with Market.  You have no idea what kinds of things may be
different in it.

(Of course if the device is running a custom image that you or someone has
built from AOSP, then that is different, since AOSP is by definition the way
Android is supposed to work.)
