wow. this looks like a tricky project. not sure how you would do this dynamically as the tiles that come down from Google (pre Maps5 at least) are in png format iirc - so a lot of processing would be required to spot the roads quickly. V5 Maps may just download the geometry and Maps may render it locally on the device but I haven't seen anything that describes how this new vector approach works in detail so I'm not sure. I'd be surprised if Google publishes the format though and I'll bet that intercepting their tiles and storing them in your own app would violate the TOS.
you could use a combination of the Geocode and Directions APIs to get info about street geometries, but I have no idea how you would do it dynamically and with placing dots every 10m you will run out of your daily request quota pretty quick. The only feasible way i can think of would be to do something offline using Fusion Tables and some fancy Javascript to generate your locations (dots) and then download the result to a map on the mobile device. Don't forget that most of dots won't be evenly spaced because most roads don't follow handy grids. I'll tell you what though - I'd pay 99c for that game when you've finished developing it, so come back and let us know when it's done!
