Good questions to follow up on. But I think the original point was that this is not the correct forum for the question as is deals with the underlaying OS and the network configuration.
There is nothing that I know of that would allow you to monkey with the network stack at that level in the public API. For all we know, he's got droidwall running and has blocked his DNS.
