I just came across Astro File Manager that lets you make backups of applications installed on the device. I just tested the application and it doesn't seem to require root on the device. So this application is somehow able to access the apk's of the applications installed and make a backup of the same. Out of curiosity, how can one go about doing this? Do I need to query the PackageManager or is there a different way?
