The sdk requires that because plugin.prop that is in SDK/tools/lib. Edit it
to make it accept 9.0.0

10.0.0 is the version in stabilization, but is not available publicly (you
can build it manually but it's tricky and requires linux).
11.0.0 is being developed in the master branch.
