Please run the SDK manager as administrator.
It worked for me.

Works for me (on Windows XP at least).

Stupid question: have you verified that's a valid path and file?

    Personally, I won't follow the individual links to each sample,
    it's too cumbersome. So could you get your act together please
     folks...
