If you really look at the fact for Apple device manufacturer is one guy that is Apple. But that is the not the case for Android, if Google has multiple versions dont you think that it will become an issue for a developer in terms of testing the application in multiple device just in case if any of the OEM writes different layout library on top of Android for their Device?
