What platform and which version of Eclipse are you using? This may happen if you change the manifest outside of Eclipse. Is it the case? There are two preferences in Eclipse that *might* help you: in Window > Preferences > General > Workspace, try to enable both "Build Automatically" and "Refresh automatically".
