If I understand you correctly, you simply want to run some network communication over WiFi while a phone call is happening, and *not* trying to route the phone call over WiFi or anything like that.

That is, two independent things happening at the same time: the voice call and networking over WiFi.

Yes, it's possible. And it just so happens that it was very easy for me to run a quick test. It works, and no special APIs are required, just normal java.net code.
