I found the "Read email attachments" permission.

I included these permissions (I realize these are not SDK permissions
and doing it this way is not smart, but I need a solution in the next
few days, even if it is only temporary.)

<uses-permission
android:name="com.android.email.permission.ACCESS_PROVIDER" />
<uses-permission
android:name="com.android.email.permission.READ_ATTACHMENT" />
<uses-permission
android:name="com.google.android.gm.permission.READ_ATTACHMENT_PREVIEW" /
>

After I installed the app, I saw this in the log files...

02-23 12:33:41.348: WARN/PackageManager(1086): Not granting permission
com.android.email.permission.ACCESS_PROVIDER to package
com.my.packagename (protectionLevel=3 flags=0x9e44)
