Gregorio, You can try to add GEF update site. Select Window>Preferences>Install/Update>Available Software Sites, click add and enter http://download.eclipse.org/tools/gef/updates/releases/
You can also start with Eclipse IDE for Java EE Developers for your OS from http://www.eclipse.org/downloads/. It includes GEF as well as other requirements for ADT.
