instead of pulling why don't you push using cloud to device messaging like chrome to phones, so everytime the server has new data it pushes to the clients in this case your android device. Pulling every time could affect battery life. If you really need to pull you can use the alarm manager and set to run every time then you wull have to have a broadcast receiver which handle the call.
