Every app that's been open-sourced as part of the Android Open-Source Project is maintained as part of Android.
You've reported your bug in the right place, and your bug report is wonderfully detailed. Sadly, keeping up with all the incoming bugs has proven to be a challenge. You might find that the android-platform list is a better place to discuss working on the platform itself (which includes the built-in applications), whereas android-developers typically caters to developers creating new applications on top of the official Android SDK. I hope that someone there can help you dig into the code and debug that issue.
