It's possible, but it still has nothing to do with GPRS. As you mentioned you will have to keep track of the station IDs, network IDs, and transmit power for each cell you're booked into while moving. Transmit power will vary with time of day, weather, location of your receiver (hand, pocket etc), so you're looking at quite some complex data mining. But yes, it's possible.
