This is assuming Google actually cares enough about the emulator to test it. 
The overwhelming evidence is that they don't.

It's a classic example of not eating your own dog food. How many physical 
devices do you think are on hand in the Googleplex? I'd bet dollars to 
donuts (or even to froyos) that a Googler opening the emulator is a very 
rare event. They want to test a particular configuration, they go grab a 
handset that matches - because it's better than testing on the emulator. 
Hence, the emulator is a big steaming pile of awfulness, and has been 
steadily getting worse since at least 1.6. By 2.3, it was so buggy as to be 
almost useless, and IMHO the 3.0 emulator actually crosses that line: it IS 
useless.
