Only problem is when your a business owner and you buy an application from a developer, they should make it mandatory that the cert is changed so that when the app transfers to your account you can assign it a new cert so that the old programmer cannot get into it or hack it in some way. Also Google should have a way to verify the owner and then reassign a new one so that apps don't go hanging out in the ether when a developer loses the keyphrase/pwd.
