The charger that ships with the Dev Phone 1 works from 100-240V, so it supports European voltages, but you may need a plug adapter to physically adapt the plug.
Additionally, if it doesn't come with one, you can just buy a USB- >miniUSB cable and charge your phone from your computer (this is what I often do).
