Hi Saurav, I'm using just Ubuntu 10.10 and have not faced the problem you talking about. Trying to access the URL you gave by browser it's trying to redirect onto httpS://dl-ssl.google.com/android/repository/addon.xml and the latter is fetched ok. No any timed outs.
Maybe the reason is in your ISP that banned the URL? Doubtly but I don't see any other reason. Igor.
