You can start the recognizer process with your own custom trigger. But I
don't think this is what you are asking.

What I think you are asking is "is there a way for the recognizer to
passively listen to my speech and then at any point recognize when I am
telling it a command?" This is not currently built into Android as far as I
know. However you can accomplish this with a technology such as Sensory (
http://www.sensoryinc.com/) It does not come cheap and it does have an
impact on battery life.
