Maybe you can answer this: You can only have one app (screen/activity) active at any given time. If one app is in the foreground (i.e. it is active), the other app is in the background at best (maybe even been killed). What does 'down' mean in your situation?
Is one app an activity (it has a UI) and the other is a service?
