Indeed, I can imagine a model where this might work: he's writing code on a car in assembly, and controlling a car through a phone. The phone uses bluetooth to control the car, then a BT module on the car runs it using the motors on the car, the code that runs on the car is written in assembly.
Is that too far a stretch? If not, yes, Android supports BT, you can look up the api documentation on it.
