As a developer its hard to see what is correct and what isn't. Gameplay 
enhancements like Papaya, Openfeint etc who allow in-app purchase of credits 
appear legit and surely Google is aware of their existence and how their 
operate. But as you mentioned, reading the TOS they just might not be.

I get a double feeling over it since they are generally big players and have 
a big userbase they seem to get a different treatment. 
Banning them would hit millions of users and hundreds of apps. I just don't 
see Google killing their own app store for that 30% cut they're missing. 
Strange, because this would mean their policy only applies to the 
"defenseless" individual developer.


In the end its pretty vague and that's not a great basis to make a choice 
whether to develop certain features for an app.
