There's lots of ambiguity in both terms. TOTAL: does this include failed purchases? Users who purchased but never downloaded? Failed downloads? Are multiple devices for the same user counted individually, or aggregated? And so on.
ACTIVE: is this users who have actually used the app within a certain time period? If so, what's that time period? And what's the definition of "used", especially for apps with background processes? Or is it just users who haven't uninstalled the app? If so, do they need to uninstall through the Market client in order for the Market to know about it? What about users who reset their phone and never reinstalled? What about installs to SD card that are subsequently lost? And so on. Given all of the above, the fact that these numbers have never been explained by Google, and that they don't match up with numbers from other sources (analytics, purchase records, the Market's own Statistics, etc.), I personally consider these two numbers next to useless.
