Based on your earlier post, it sounds like you haven't taken the emulator past the lock screen. It's a virtual tablet, so you have to unlock it when you first start it: drag the padlock to the outside of the circle. Then you can run apps (like "Hello World" on it).
But generally, as others have said, the 3.x emulator is unusable. For my money, the 2.2 emulator is your best bet; 2.3 sprouted a variety of new and interesting bugs.
