I agree, It seems like a really good idea to start a new wiki or blog at first. But then I'm afraid the vast majority of the open source blogs end up lackluster, or contain a few golden pieces of valid information, leaving a bunch of "filler" material.
Android is perhaps the hugest mobile development environment right now, and trying to create a new blog that covers "everything" seems just a tad lofty. I think this would work if you focused on a very niche area (a wiki about the usability of BT on different devices, ad hoc networking in Android). You will find that there are a number of sites, for example, that have comprehensive documentaiton on device specs, many with contributers that care about specs much more than the average developer. >From your original three issues, you seem that you would like a blog about the publishing and maintaining applications aspect of the Android platform. Perhaps this would be a good focus?
