I agree,

It seems like a really good idea to start a new wiki or blog at first.  But
then I'm afraid the vast majority of the open source blogs end up
lackluster, or contain a few golden pieces of valid information, leaving a
bunch of "filler" material.

Android is perhaps the hugest mobile development environment right now,  and
trying to create a new blog that covers "everything" seems just a tad
lofty.  I think this would work if you focused on a very niche area (a wiki
about the usability of BT on different devices,  ad hoc networking in
Android).  You will find that there are a number of sites, for example, that
have comprehensive documentaiton on device specs, many with contributers
that care about specs much more than the average developer.

the publishing and maintaining applications aspect of the Android platform.
Perhaps this would be a good focus?
