Chris, You don't need to sync up the entire repo just to get the framework sources.
The base framework is here: http://android.git.kernel.org/?p=platform/frameworks/base.git;a=summary Using the web interface, you can use the tags / branches sections to browse to the version you need, then click "snapshot" to download it as a compressed tarball.
