In your case, 2/3 of your app description was keywords -- so you were by far one of the worst violators. Perhaps one of your competitors reported you for stealing from them and Google acted on it. I have no idea. Is there anything stopping you from creating a new account, paying the $25 again and republishing your app? It's not ideal, but since you have a free app, it's not like you have to migrate the users.
