Well it is and isn't. It is a DOM element, but a whole bag of (new) javascript properties come with it. For instance, in my case I'm interested in this because I want to add the ability to take a picture of the receipt when you record the expense in the offline mobile app for Torch project Management. So, I'll actually put the file tag in a hidden iframe and have have javascript interacting with it.
