If the Market App(tm) has NETWORK_STATE permissions, and my app invokes an API that uses it, it stands to reason that my app shouldn't have to request NETWORK_STATE. After all, the user already granted permission to the other app. I haven't yet used LVL but if I came across that scenario I'd file a bug....
