They seem to be related. If you request both FEATURE_INDETERMINATE_PROGRESS and FEATURE_PROGRESS (the wheel and the bar, respectively), then setting a progress bar value also shows and hides the progress wheel.
You can call setProgressBarIndeterminateVisibility(false) with each progress bar update to force the wheel to stay hidden.
