1. Download, install and configure the Android SDK. All information
can be found here: http://developer.android.com/sdk/index.html

2. Choose one of the samples and make it running. The samples are
found under <Installation path>/samples/android-<version>

3. Start modifying the sample code to experiment with the SDK

If you have only scripting experience and no experience with languages
like Java/C++/C# take your time to get used to Java a bit.
