Video telephony was not a priority for the markets that we launched in this year. OpenCore will have a H.324M stack in 2009.
However, VT is a complex function that requires close cooperation between RIL and media stack. Even though Android will have an open source VT stack, there will still be a fair bit of work required to implement it on your hardware.
