Depends - ideally you have one APK that just works anywhere. But in this
case, if your app will be huge with a ton of wasted resources, it probably
makes sense. Not much more you can do currently.

You can have multiple packages of course.

Also, supposedly there will be a feature coming to the Market that will
allow you to submit multiple APKs but have them be treated as the same
"product", announced at Google I/O. Of course, knowing the Market, it will
be at least a year before that comes to light. And when it does, it probably
won't work right =P
