As far as I can tell, there is no *Android* API. But a new "kid on the block" for Android, Koolu (www.koolu.com) is a Canadian open source company who announced in November that they would be porting Android to the OpenMoko phone.
This is significant because OpenMoko (a LINUX-based opensource phone) DOES have a Cell Broadcast API. So if they build Android on top of the OpenMoko LINUX, theoretically they could provide an Android OpenMoko platform for CB. All new ...
