There is currently no web based emulator for Android, at least not something that is publicly available.
Perhaps a quicker option rather than creating apps in Flash or Silverlight, would be a video demo of the application running, or if it's something you want to demo live to your potential clients, a live screencast with the emulator running on your computer. The emulator has limitations, but if you can't be with the potential clients to showcase your application on a device and you don't want to provide an apk for them to try, then your options are limited at the moment.
