I assume you mean use browser to got an URL , correct? while having the browser run click on menu and you should see an item to make tat happen on the pop up dialogue.
The emulator is already set to browser www network wise unless you are behind a proxy if behind a proxy see the emulator instal lnotes on how to setup the emulator to deal with network proxies.
