These are local files but stored in an encrypted format. The clients obtain the videos via physical means (not download).
The encryption/decryption itself is not an issue. The problem is how to let MediaPlayer or VideoView deal with on-the-fly decryption. One way would be to implement a local RTSP server as I suggested.
