I suspect this is a feature request, but I can't seem to connect to
http://code.google.com/p/android/issues/list

There are a variety of helpful posts on how to reverse-tether (gain
access to the Internet via USB from a desktop computer), but they all
seem to require that I root my phone (in order to tell it to get a
DHCP address on usb0.

Since I can't just get an app to do this (still no root), I am
wondering if this is something that could be considered as a new
feature for Android?  We have tethering over USB which works great
(Phone acting as gateway for laptop/PC/etc), and doing the reverse
would be quite simple as an enhancement.

Don't worry about the laptop/desktop side of things -- Setting that
part of things up is extremely easy.
