If you work for a device manufacturer or wireless carrier, they will have better ways of getting Android assistance than asking on these groups, whether that is through their direct relationship with Google or by hiring firmware developers experienced in these areas. If you do not work for a device manufacturer or wireless carrier, you have bigger problems. Rather than worrying about the video codec, you will want to spend the next year or two learning how to modify and deploy Android firmware (which, again, is not a relevant topic for this list).
