The only issue I see with your approach of one time use codes is that the 
user can't install the app on multiple devices which is what I expect as a 
user.

Some Indie PC programs which take this approach often allow for example, 
multiple PCs to be registered, up to a limit.  Patterns with phones seem to 
allow for unlimited devices, perhaps you can tie it to the users android id, 
so if they upgrade their phone or get a new tablet it will still allow them 
to register it, while at the same time being able to tie individual codes to 
individual users, which can be re-used by those users, and preventing 
unauthorized use by other users.
