Read the docs. If you sign with you release key, you need
to upload a draft APK to Market (not publish) and use the

Depends what you mean by 'debug'. If you want to use
the debug version of the APK, you can use the test products
for your testing ('android.test.purchased', etc.). You can debug
the release version too, if you install it with adb and attach with
Eclipse.
