We had a bug that drag & drop within the layout editor was broken on
some versions of Linux, so this is probably the bug you've run into:

It was fixed recently for the next version of ADT. To verify the fix
with the submitter we posted a build of ADT 12 plus the bug fix at the
bottom of this page:
http://tools.android.com/download
It also contains a fix for another critical Linux specific bug:
http://code.google.com/p/android/issues/detail?id=19447 . It would be
great to get confirmation that this also fixes your problem; if not,
please file a bug on b.android.com with as many details as possible.
