I cannot imagine that the Android's security would be so insanely flawed as to allow you to do that (particularly if you want to do that from an app). I haven't seen what level a rooted device will allow, but I'd hope that it still wouldn't allow THAT.... The security implications are on the most SEVERE level.... And even if your intentions are ok, it could still be mis-used by someone whose intentions are not so good....
