The only way to do that would be to access the activity stack and block an application from gaining resources. The Android OS would block anything of the sort so you would have to do a LOT of work to fool Android and let your app control the stack. Plus I don’t even think there is a permission for that wich is going to make things much harder.

At the very least, you won't be able to capture random intents from other applications without a bit of work, what kind of applications are you trying to block from being installed?
